Parish Council Meeting 21st February The following items were discussed: Proposed
Tennis Courts - there was a good debate with various views expressed, especially
regarding the siting, funding and the basketball court. A final decision by the Parish Council will
be made next month. Draft Cemetery
guidelines were presented and discussed, also the Table of Burial Fees, which
were held again this year, but agreed that next year the fees should be
increased. The Post Office - please see article below. Grass Cutting quotations for the coming
season were agreed upon.

A further letter has been received from a Development Consultant acting
on behalf of the owners saying they are currently engaged in pre-application
discussions with South Cambridgeshire District Council in an attempt to secure
a change of use from Commercial to Residential.

There was nothing

Planning Applications.
It is clear that South Cambridgeshire District Council Planning
Department has not got the resources that it used to have, as a result of which
some neighbours are not being notified. In any case, it would seem a normal
courtesy to notify your neighbour. The
Parish Council will try to ensure neighbours are informed, but it is better, if
the applicant does this.
Play Area
Unfortunately, the two Chestnut trees within the play area are diseased
and must be cut down. SCDC will help us
with tree replacements. If anyone has
any suggestions regarding this, please get in touch with me.

Parish Council Elections
The date of the election is Thursday 3rd May 2007. Nomination papers will be available from
Monday 26th March 2007, from the Parish Clerk, for anyone wishing to
stand for the Parish Council.
Applicants must be on the Electoral Register and have attained the age
of 18 years by 2nd May 2007.
Completed nomination papers must be returned to the Returning Officer at
South Cambridgeshire District Council and not to the Parish Clerk. The deadline for returning the papers is Noon
2nd April 2007, but applicants are advised to submit them
before the deadline, in case of any errors/queries by the Returning Officer.
The Post Office Network - DTI Consultation Document
The Government is consulting on the future of the post office
network. The consultation paper is

Arts
Website for Young People Youth Councils are currently being set up in
Sawston and Linton. Members of the
Youth Councils will update the website with information about all the important
arts events and activities for young people taking place in the area. You can register online to receive text
alert messages about events, directly to your mobile. It costs just 25p to register and then all the messages are

Sawston Village College), which is open to young people aged, 8-16. It will take place over 2 full days and

FROM YOUR MEMBER OF PARLIAMENT
I am grateful for the
opportunity to send you this message through your parish newsletter.
In the course of my work as your
Member of Parliament I meet many constituents at my Constituency
Surgeries. Constituents contact me
either because they wish to discuss issues, or to ask for my help with problems
they are experiencing.
Increasingly, I am hearing about
problems my constituents are experiencing in obtaining housing. In many cases, people have a very
understandable desire to have a home in the village where they grew up, perhaps
to be close to their parents, or close to where their children are attending
school. All too often, this has not
been possible, and people are waiting for years on local authority waiting
lists for a suitable property, because the cost of housing means they cannot
afford to buy their own home.
It’s tragic to be talking to young
couples, often with children, who have lived all their lives in South
Cambridgeshire but who can’t afford to buy because house prices have doubled
over the last six years and there are
too few Housing Association or local authority homes available for them to
rent.
That’s why I’ve launched a campaign
to get the Government to let South Cambridgeshire District Council keep the
money it receives from rents and the money it receives from Council house sales
and be able to reinvest that money locally into new houses for rent. Last year South Cambs had to hand £10
million over to the Government! That
could build a hundred new homes a year for local people to be able to rent
properties in their home villages.

HINKLEDUX RECTORY
Rolls, Rights
and Responsibilities
Parish: [Middle
English] paroshe, parosse [Old
French] paroche, paroisse
[ecclesiastical Latin] parochia, paroechia [Greek] paroikia from paroikos.
The word ‘parish’ comes from the
Greek word for ‘a sojourn’ or temporary stay. It was first used by the Church
to describe a local Christian community (rather than a geographical area), as a
spiritual term for those whose life on earth was a ‘sojourn in a foreign land’
before they reached their true home. Later the word denoted the ecclesiastical
area under a bishop (which we know as a diocese) and, by the 4th
century, as the church grew, it referred to the subdivisions of a diocese into
parishes.
Our present day civil parishes
have their origins in the ecclesiastical parish and over the centuries the two
administrative systems developed in parallel (until 1836 there was even a
church tax known as the tithe). So it is that today each of our
villages boasts two organizations which are easily confused because they carry
similar names - the Parish Council and the Parochial Church Council. There are
similar confusions with the relevant voting lists, known as the electoral roll
(ecclesiastical) and the electoral register (civil). Administration of the
civil affairs of the village is of course the responsibility of the Parish
Council and voters are on the electoral register. The village church is
administered by a Parochial Church Council and to have a say in the life of the
church, you need to be on your church’s electoral roll.
After all that, you won’t be
surprised to know that the vicar’s interest is in the Electoral Roll associated
with each of the three churches, because this year each church has to compile a
new list of electors. No names are carried forward from the old roll and we
have to start again by asking those who wish to register to fill in the
appropriate form available from their church or Church Electoral Roll Officer.
The basic qualification for
admission on to the Electoral Roll is that you are either (1) a member of the
Church of England living in the parish or (2) a member of the Church of England
not living in the parish but having worshipped habitually in the parish for the
6 months prior to enrolment or (3) a member of another church, providing you
have habitually attended public worship in the parish for the last 6 months.
The
electoral roll is important. It is the way in which we register officially all those
who want to play a full part in the life and work of the church. Our Church
Councils are charged with making significant decisions about the shape and
future of the ministry in the villages, and it is those on the electoral roll
who are entitled to speak on such matters at our Annual Meeting and to vote for
representatives to the Church Council. The system is intended to enable church
people at every level to be in touch with the Church as a whole and to play
their part in its decision making.
To join the electoral roll means having
a sense of responsibility for your church. Because the list is used as part of
the formula for the Diocesan charge on each church, there is a financial
implication. It would be fair to say that most Church Councils would hope for
some financial or practical support from those on the roll (though this is not
a requirement for registration!). Although names can be added to or removed
from the roll during the year, the list that is established in 2007 will remain
in place for the next six years (that is, until 2013). It is an important
indicator of the health of the church and a guide to the people who feel
committed to their village church. It is a way of saying ‘I belong’ and we hope

Rehearsals are in full swing and the cast are really getting into their
different roles.

MIGRATION
Very sadly in our more mature years
we feel it would be sensible to move from Grange Road to a less isolated
position and to ‘down size’. We are very fond of Ickleton and are very much
hoping to be able to stay in the village.
Larkhill House is going on the
market in the spring and it just occurred to us, it might be an idea to float
the information in case anyone in the village thought of selling their own
house, in the near future, which could be of interest to us. We would be
looking for 3 bedrooms and 2 bathrooms.

CHURCH FETE 2007
This year’s Church Fete will be held
on July 7th from 2.00 p.m. - 5.00 p.m. We hope particularly that new comers
to the village will join us or help
with the fete. You will be made very welcome.
This is a traditional fete for the family and has been running a few
years now. It is in aid of the expenses
of the Church, and is a social event for the village as well. The Churchwardens
and the Parochial Church Council are very grateful for the village’s support
for this event.

The Grand Raffle
The annual raffle, which is drawn at
the fete, makes up a significant proportion of the total money raised at the
event. Last year the raffle contributed
about £1,400 and we very much hope, with your help, to take that over £2,000 this time round. Our thanks to everyone who helped last year
by donating the splendid prizes and by selling, and indeed buying tickets.
Since we need to finalise the prizes
early in order to have the tickets printed, we would be delighted to hear from
anyone willing to donate a prize within the next few weeks.
Sponsorship
Would you like to sponsor the
fete? A leaflet to advertise the event,
with the names of the sponsors and their details printed on the back, will be
delivered to every house in the village and one will be given to everyone who
comes to the fete, usually at least 200 people! Sponsorship costs £25 per line, and we have several businesses
interested so far. If you would like
any more information, please get in touch with me or put a cheque with your details through my door, made out to
Ickleton Parochial Church Council. This
helps with expenses. Last year we had
14 sponsors, including parishioners.

the Parochial Church Council’. This is to match up pictures of them when they
were young and the present day. David
and I have had great fun already with this, so we hope you will too!

tractors have been in touch to show their vehicles, so we look forward to
seeing them at the vintage tractors and old vehicles show. Please contact

Photography Competition 2007
We would welcome ideas for different
categories for this year’s photography competition. This is for adults and children’s abilities. The cost is £1 for each entry, which should
all be in colour.
The results will be announced in the
meeting room in the Village Hall at the end of the afternoon of the fete. A rosette will be given for 1st
prize only in each category.

VILLAGE HALL UPDATE
With this edition of the Icene is a
leaflet giving details of all the regular activities that take place in the
Village Hall - the vast majority are
available for those living in the village to take part in the activity. Some sessions may be fully booked, so
contact the organiser listed on the back page, and please keep the leaflet for
future reference.
The WEA is hoping to run a course in
the Hall during the autumn, current thinking is that it’s expected to be held
on a Wednesday morning. However, this
is at a very early stage and may be liable to change. Neither subject nor tutor are known, but if you wish to register
an interest, you can let us have your name and we will pass these on to the
organiser as soon as details become known.
Finally, we remind you that,
although the Hall appears very busy during the week, we can often fit requests
for its use into the schedule. In the
same vein, remember that at the weekends the Village Hall is available for
private hire and makes the idea venue for Birthdays, Weddings, Christenings and
a multitude of functions. Contact us if you want details.

Art Classes take place at the
Methodist Church on Wednesday mornings from 10.30 a.m. to 12.30 p.m.
Beginners welcome, the sessions will
include one-to-one help. There will be
refreshments and 1½ hours of practical work in water
colour painting.
A charge of £2.00 per week will be

FLEDGLINGS COFFEE MORNING
Fledglings is a national charity
which supports disabled and special needs children and their families. It was founded several years ago by Ickleton
resident Ruth Lingard, and now serves almost 6,000 families. Until last year, the charity operated from
Ruth and Chris’s home, before moving to an office in Wendens Ambo. Several other Ickleton residents support
Fledglings and, like Ruth, work as volunteers. Responding to suggestions that
local people might like to learn more about the charity, Fledglings is holding
a coffee morning in the Village Hall meeting room from 10.00 a.m. - 12.00 noon
on Wednesday 28th March.
Ruth and other Fledglings colleagues will explain what the organisation
does and the many ways in which it helps children and families. Ickleton can be justifiably proud of this
local success story, and anyone who is interested in learning more about
Fledglings is warmly invited to come along.

NEIGHBOURHOOD WATCH
Hello, we were delighted
to be asked to take over the Neighbourhood Watch position and will endeavour to
keep you abreast of any concerns.
In a small village we
can all help keep an eye out for problems and minimise any potential for crime.
Please be aware that not all callers are legitimate. Subterfuge is the weapon
of distraction burglars who will pose as council officials, people in distress,
police officers or indeed anybody to gain entry to your house. Let the police
know if you suspect anyone and don't let them in. A real official will be happy
to wait whilst you check on their identity. Theft from cars is a simple offence
to commit and simple to avoid. Don't leave ANYTHING on view in your car. You
may know it is an empty bag, the thief does not.
Motoring
On the subject of cars,
please be aware that officers are being asked to target people who are not
wearing seatbelts, as part of a Europe wide enforcement campaign from 19th
to 25th February. Remember how seatbelts save lives though and
always 'belt-up' not just during the campaign.
New legislation
From the 27th February, get
caught using a mobile phone while driving and it will end up
costing you a £60 fine and 3 points on your
licence, and your insurance could suffer also.
Stay safe and look out for
each other. Remember, let the police know if you see something suspicious.

DUXFORD CHURCH OF ENGLAND COMMUNITY
PRIMARY SCHOOL
The first half of term ended on a
high after the School joined forces with other schools in the area for a
Worldwide and Wonderful Creativity Day.
The children spent the morning in their year groups learning an art form
from another culture. After a morning
spent experiencing Brazilian Martial Arts, Indian and African dance and story
telling and African drumming, it is not surprising that everyone in the school
(according to one teacher) had a smile on their face.
Chess
Enthusiast Wanted! If you have an hour
to spare each week over the lunchtime period, the school is looking for a
leader for the Chess Club. We have a
keen bunch of chess players, who need someone to share their passion and
provide adult enthusiasm. Anyone
interested would need to be CRB checked, but to start the process all you would
need to do is complete a form. If you are interested, please contact the school

CHANGES AT SAWSTON MEDICAL PRACTICE
We have several items of news from
the practice which will affect both our patients and staff. Firstly we are sad to announce that both Dr
Alan Gelson and Dr Peter McKenna have decided to hang up their stethoscopes and
retire from General Practice in the next few months.
Dr Alan Gelson first came to the
practice in 1976 as a GP Registrar. Since that time he has developed his clinical
interests in cardiology and minor surgery.
Alongside his work at Sawston Medical Practice for 15 years he worked at
Addenbrooke’s Hospital as the GP Course Organiser for the local training
scheme. He also has enjoyed his role
within the practice as a GP Trainer for new General Practitioners and Medical
Students. He will officially retire on
30th April and will be much missed.
Dr Peter McKenna joined the practice in
November 1973. During his career he has
developed his interests in dermatology and minor surgery, becoming a GP with a
Special Interest in Dermatology working alongside Dr Paul Norris, Consultant
Dermatologist. In this role he ran clinics at Saffron Walden Hospital for 5
years. He was the Course Tutor for 3
years on the GP Vocational Scheme, and was also a GP Trainer within the
practice for 14 years. He will officially retire on 30th June and
will also be much missed.
Now for the good news:
Dr Sharon Woods became a partner in the
practice on 2nd January 2007 and works 5 sessions per week. She initially came to the practice as a GP
Registrar in 1995. She returned to us
in 2003 working part-time in the role of a GP Retainer. Her main clinical
interests are in dermatology, gynaecology and family planning and we are really
pleased that she has become a partner.
Dr James Morrow will join the practice
as a partner on 1st May 2007 working 9 sessions per week. He comes to us from Marlow in
Buckinghamshire where he has been a partner for 12 years. His interests are minor surgery,
gastroenterology and practice IT. We
are sure that he will be a great asset to our team.
Dr Fiona Clark will become a partner on
1st July 2007 and will work 5 sessions per week. She initially came to the practice as a GP
Registrar in 1999 and 2001. On
completion of her Registrarship she joined the practice working part-time as a
GP Retainer. Her main interests are in
paediatric medicine and she will also be the practice clinical lead in all
aspects of immunisations and vaccinations.
We are really pleased that Dr Clark will become a partner. Jenny Parker

You will have read elsewhere in the
Icene about the arrangements for the forthcoming Parish Council elections, but
I wanted to add a word of encouragement to anyone in the village who might have
been thinking of standing.
Being
a parish councillor is an important responsibility and one that shouldn’t be
undertaken if you are not prepared to devote a reasonable amount of time and
effort towards it. On the other hand, though, it can be most rewarding in that
you can make a real contribution towards the life and well-being of the
village. I speak as someone who has been a councillor for 8 years but who is
now standing down. I found that it was
fun (most of the time!), it was interesting and one got to know the village and
the people living there much more intimately. So my advice to anyone who might

DISTRICT GARDEN SOCIETY
Our first meeting of the New Year
was held on February 7th when 30 brave members turned out on a
freezing cold night. Alan Shipp our
speaker gave an interesting talk on the history of hyacinths going back to the
18th century and right up to the present time, showing slides of his
national collection, the only other collection being held by a lady in
Lithuania.
The next meeting will be the Spring
Party on March 7th at 8.00 p.m. in the Congregational Chapel, Carmel
Street, Great Chesterford.

A breath of spring blew in at our
February meeting in the guise of Ray Upson who, despite ending up on the M11 at
Stansted by mistake, proved an excellent speaker. Ray has spent his spare time photographing wild life mostly in
the Elevedon Estate in Suffolk. We
watched eighty slides of pure magic, showing birds such as the stone curlew,
the ringed plover, woodpeckers and owls to name but a few, mostly with their
young or their eggs - to show how they disguised their nesting sites to avoid
predators. Slides of butterflies, deer
and leverets were also included, but birds are Ray’s favourite subject for
filming.
The next meeting will be the A.G.M.
and fish and chip supper on March 15th at 7.45 p.m. in the Community
Centre, Great Chesterford.
